who do you complain to about a car impound yard that isnt conducting business by the books?

File a civil lawsuit against them. Small claims would probably do the trick.
Try contacting your local Better Business Bureau.
(Just google Better Business Bureau and the name of your state.)
No complaint. Just go on down to the impound lot an engage in forcefull negotiations. Just you, the impound lot operator, and your light saber.
Seriously though. Civil court ought to provide you a venue to lodge your complaint. You may be able to go to criminal court if the operator stole your motorcycle though.
