Hi. There is a good book by a professor in NY called Bankable Business Plans, Second Edition by Edward Rogoff. It is really easy to read and walks you though most of the issues that you have to think about in starting any kind of business. If you are starting from scratch, this is a great place to begin. There are pages of resources in the back of the book too . You can also just go on Amazon or any bookstore to get it. As far as agencies, it would help to know where you live. Check to see if there are any SBDC centers local to you (http://www.sba.gov/aboutsba/sbaprograms/sbdc/sbdclocator/SBDC_LOCATOR.html)
Some of the centers have great counselors, others from what I hear are not as good…but worth checking out.
Any course in Entrepreneurship or Business Plan Writing should walk you through the essentials of starting a business. IIf you go to the website and search for a business plan writing course, you can find one in your area. Good luck.
